Lagos Clarifies Solar Permit Policy After Viral Video Sparks Public Debate

The Lagos State Government has clarified that permit and administrative fees for installing solar power systems apply only to residents of government-owned housing estates, not to all homeowners across the state.
The clarification followed a viral video showing officials from the Lagos State Ministry of Housing confronting a resident over solar panels installed in a state-owned estate, allegedly demanding approval and payment before proceeding.
In a statement, the Senior Special Assistant to Governor Babajide Sanwo-Olu on Media, Wale Ajetunmobi, said the situation had been misunderstood by the public.
According to him, the individual in the video is likely a resident in one of the state’s social housing estates, where specific guidelines apply. He explained that such residents are required to obtain approval and pay administrative fees before making structural modifications, including solar installations.
Ajetunmobi stressed that these rules are tied to the government’s role as facility manager of the estates, where any alteration, especially those affecting shared spaces or building structures, must be reviewed by relevant departments.
“Solar installations are often treated as structural changes, particularly when they impact shared areas or the building’s original design,” he said, adding that approvals ensure compliance with safety and planning standards.
The official also noted that past incidents involving unauthorised modifications, including roof damage and fire outbreaks, have made strict oversight necessary to protect both the government and other residents.
However, he clarified that private homeowners outside government estates are not subject to these specific administrative charges for installing solar systems.
