Germany Tightens Rules on Online Prescriptions to Limit Cannabis Imports

Germany’s government is moving to restrict the online sale of medicinal cannabis and limit imports, following what officials describe as a surge in demand since recreational cannabis was legalised in April 2024.
New regulations approved by the cabinet will require patients to visit a doctor in person to receive prescriptions, ban mail-order delivery of cannabis, and restrict distribution to physical pharmacies only. Health Minister Nina Warken stated that these measures respond to a more than 400% increase in imports in the first half of 2025 compared with the same period the previous year.
Officials say the online prescription system without sufficient doctor-patient contact has been abused, and that the reforms are needed to ensure proper medical oversight.
While originally introduced to facilitate access for patients, especially in remote areas, telemedicine prescribing and online deliveries are now under scrutiny. Critics warn that the changes might hinder access for those with mobility or travel constraints.
These updated rules form part of the government’s broader review of the Cannabis Act (Cannabisgesetz), which first came into force on 1 April 2024.
