FG Scraps JSS/SSS Separation, Introduces 12-Year Uninterrupted Basic Education Model

The Federal Government has announced a radical restructuring of the national education sector, officially scrapping the rigid separation between Junior Secondary School (JSS) and Senior Secondary School (SSS). Under the new framework unveiled by the Minister of Education, Dr. Tunji Alausa, the long-standing 6-3-3-4 academic structure will be replaced by a compulsory 12-year uninterrupted basic education model (a 12-4 system), aimed at tackling the nation's severe out-of-school children crisis and high dropout rates.

The sweeping policy change was disclosed during an extraordinary meeting of the National Council on Education (NCE) in Abuja. According to the Ministry of Education, the decades-old "disarticulation policy"—which mandated that junior and senior secondary schools operate under separate administrative and structural lines—failed to achieve its core objectives. Instead, the transition barrier between JSS and SSS became a major drop-off point, contributing to over 20 million children falling out of the school system before completing secondary education. By merging the streams into a single, continuous 12-year basic education program, the government ensures that students can benefit from uninterrupted learning up to the age of 16.

Beyond merging the secondary school structures, the newly approved guidelines will facilitate earlier exposure to technical, vocational, and digital literacy skills within the basic education curriculum. The government has also sought approval from the NCE to formally enforce 16 years as the minimum entry age requirement for tertiary institutions nationwide. While the Federal Government will provide technical guidelines and funding assistance through the Universal Basic Education Commission (UBEC), the practical execution of the curriculum overhaul, teacher training, and infrastructural expansion will rely heavily on close collaboration with sub-national state governments.
