The United States has joined all 15 members of the United Nations Security Council in condemning an Israeli airstrike in Doha, Qatar, marking a rare instance of diplomatic divergence from its usual stance of shielding Israel in international forums.

The strike, which took place on 9 September 2025, targeted senior Hamas figures meeting in the Qatari capital to discuss a U.S.-led ceasefire proposal.

While the Security Council statement stopped short of naming Israel explicitly, it expressed “deep regret at the loss of civilian life” and emphasised the importance of de-escalation, solidarity with Qatar, and respect for Qatar’s sovereignty and territorial integrity in accordance with the U.N. Charter.

In the statements issued following the strike, U.S. officials, including Acting Ambassador Dorothy Shea, described the attack as “unilateral bombing inside a sovereign nation” which does not further the goals of either the United States or Israel.

President Donald Trump similarly criticised the operation, saying it “did not advance Israel or America’s goals” and that it risked damaging ongoing diplomatic efforts.

Qatar has strongly condemned the attack, accusing Israel of undermining the peace negotiations and violating its sovereignty. Several Arab states have echoed similar concerns, warning that such actions may derail mediation efforts and escalate tensions in the region.

The Security Council’s unified condemnation is seen as a significant diplomatic moment, especially given the U.S.’s long-standing alliance with Israel. Many observers believe it reflects growing concern (even among close allies) about the wider implications of military operations that cross national borders and potentially undermine peace processes.
