Howard Webb Backs VAR Decision to Disallow West Ham’s Goal Against Arsenal

The chief of the Professional Game Match Officials Limited (PGMOL), Howard Webb, has officially backed the controversial decision to rule out West Ham’s late equalizer in their 1-0 loss to Arsenal. Speaking on the latest episode of "Match Officials Mic’d Up," Webb declared that the decision to penalize West Ham’s Pablo for a foul on Arsenal goalkeeper David Raya was "categorically" correct and a textbook example of good VAR intervention.
The incident occurred deep in stoppage time on Sunday at the London Stadium. Callum Wilson thought he had rescued a vital point for the Hammers when he fired home after Raya dropped the ball during a crowded corner. However, after a lengthy four-minute review, VAR Darren England spotted that Pablo had impeded Raya by grabbing his arm, preventing him from catching the ball. Referee Chris Kavanagh was sent to the pitchside monitor and subsequently overturned the goal, a move that helped Arsenal move five points clear at the top of the Premier League table.
Webb explained that the PGMOL had specifically warned players before the season that any specific contact interfering with a goalkeeper’s hands or arms would be penalized. He noted that while there was a lot of "grappling" from both sides in the box, the foul on the goalkeeper was the most impactful and "clear and obvious" offense. "Raya can’t do what he would normally do in that situation—simply catch or punch the ball," Webb stated, praising the officials for their diligence in such a high-stakes moment.
While Arsenal fans are celebrating the decision as a title-defining moment, West Ham—who remain in the relegation zone—are reportedly planning to lodge a formal complaint. The decision has divided pundits, with some praising the bravery of the officials and others, including former goalkeepers, questioning if the contact was enough to warrant a foul. For now, however, the PGMOL is standing firmly behind the call.
