FG Announces Nigerian Civil Service to Be Fully Paperless by December 2025

The Federal Government, through the Office of the Head of Civil Service of the Federation, has confirmed that the Nigerian civil service will transition to a fully digital, paper-free environment by December 2025. This drive aligns with the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025, which mandates that all Ministries, Departments, and Agencies (MDAs) complete their migration by the end of the year.
Dr. Folashade Yemi-Esan, the Head of Civil Service, emphasized that digitizing everyday processes—file management, correspondence, and workflow—will significantly reduce governance costs, eliminate waste, and enhance data availability for decision-making. Several MDAs have already scanned policy files and deployed enterprise content management systems, with more expected to follow ahead of the deadline.
Minister Bosun Tijani reiterated that embracing technology across the federal service is essential to improving service delivery and operational efficiency. He noted that many MDAs already leverage digital tools, with the government’s e-mail initiative expanding from 10,000 to over 100,000 slots—to support the full migration milestone.
As Nigeria moves closer to this ambitious goal, attention will now turn to implementation effectiveness—ensuring compatibility across departments, staff training, and robust infrastructure. Achieving a paperless civil service promises not only streamlined operations but also strengthened transparency, accountability, and governance standards for citizens nationwide.
